Cub Scout Packs: At least 90% of the youth accomplish one rank advancement during the year and the Pack has submitted at least 6 advancement reports during the year.

Boy Scouts Troops and Varsity Teams: The troop must have 100% of the youth advance a rank. The Troop also has to submit at least 6 advancement reports during the year.

Venturing Crews and SeaScout Ships: The Crew or Ship must have at least three rank advancements reported during the year.

NOTES:

1) If a youth advances more than one rank through the year, the additional advancement he accomplished may be applied to other youth that did not advance in order to meet unit goals for advancement.

2) Unit youth numbers are based on council records for December of that year.

3) Advancement report for record stating "no advancement this month" counts as an advancement report.

4) Interim advancement reports do not count for advancement until the unit files the official advancement report to the scout office.
